Tomas is Board Director, Secretary-General & Community & Membership Committee Chair of CAFT, and founder of D.Q.D Consulting Co., Ltd., Brixie International Pte. Ltd., Advisor to Chairman at IG Group, co-founder and CEO of Pi Pay Plc., as well as Mentor for 500StartUps (500Global), and Independent Board Director & Chairman of Audit Committee for FWD Insurance (Cambodia).

During his 8+ years of leadership at Cambodia’s fintech mover & shaker, Pi Pay has grown to now Cambodia’s pioneering FinTech Company in its own niche segment. Under his management and facilitation, Pi Pay has successfully concluded a merger with SmartLuy PLC., and an acquisition transaction with Smart Axiata Co., Ltd., a member of Axiata Group Berhad, one of Asia’s largest telecommunications Group.

Concurrently, Tomas pursues interests and efforts mainly aligned with support of Cambodian fintech scene as well as other start up interests that are gradually coming to life, notably Brixie International Pte., Ltd., Fractional Ownership and Tokenization of Real Estate assets, to which DQD played significant role in seeding rounds of operations.

 

At DQD, Tomas is instrumental mainly in expansion of DQD network and clientele, its public-private partnerships and development & interaction with startup communities.

Evgeny Kagay (Jim Ko) is a co-founder and managing partner at DQD, VP Strategic Tech Transformation of IG Group, Advisor, Entrepreneur, Passionate Educator and Mentor.


In Cambodia, he was one of the founders and had been the General Manager of PayGo SEA Cambodia Co., Ltd. for 5 years, positioning PayGo as Cambodia’s leader in payment collection and aggregation. Additionally, as one of the pioneers in the FinTech space, Jim was paving a way for a wider acceptance of the cashless ecosystem in the country. He led M&A of SpeedPay Plc. by GHL Systems Berhad Sdn Bhd. making it first notable FinTech acquisition in the country, especially by internationally listed company.


At DQD Jim has unique ability to connect with and seal (finalize) partnerships in very complex schemes of banking, telecommunication and utilities industries, all while along he continues to push for lean, commercially sound business models centered around digital innovation, digitization, automation and processes optimization, both internally and externally.

Pablo is simultaneously building Brixie Group, the world’s first and only blockchain-based, cross-border, real estate investment platform. Pablo also invests and advises a variety of start-ups in the retail, fintech, consumer goods and F&B sector.

Aside of her role at DQD, Weena D. Llona is the Executive Director of the Cambodian Association of Finance and Technology (CAFT).

Weena hails from the Philippines and worked in setup and build of several outsourcing startups before coming to Cambodia. Weena’s expertise in the outsourcing field spans in numerous industries including Healthcare, Sports Analytics, and Food & Beverage in having served as Operations and Account director on small and large-scale private organizations with multi-cultural, multi-national and diverse background staff members both in the Philippines and Cambodia.

As CAFT Executive Director Weena is responsible for overseeing the administration, programs and strategic plan of the association as well as driving fundraising, marketing, and community outreach efforts in coordination with the board.

With skills in managing resources, developing and implementing operational plans and ensuring that procedures are carried out properly, accompanied with strong assessment skills to any DQD needs, Weena is always finding ways to contribute to the big picture by ensuring daily operations run smoothly and as efficiently as possible.

Kiry cofounded IDEALINK Consulting Ltd., now IG Tech Group, back in 2012, following 12 years working in operations, logistic and human resources management, business development and performance management including Coca Cola Sabco and Levi Strauss (Hong Kong).

With his dream, vision and leadership, Kim has now built IG International Group, expanding businesses into agriculture, trading, retails, education, real estate and finance, with IG Tech as a technology backbone. As Chairman, Kiry is responsible for planning and implementing all aspects of IG business directions and strategies. His core roles include investment, partnership engagement and business development. He is the visionary, leads strategy formulation and provides advice and guidance regarding strategy execution.

Before cofounding IG, Kiry built his way up the corporate ladder to the C-level in an IT Solution company. He started as Supply Chain Manager and moved up to Chief Operating Officer. He introduced supply chain best practices and helped the Group achieve efficient order processing and inventory management through the Sales and Operations Planning. In his capacity as COO, he led the back-office team to make extra miles. His focus was strategic planning and human capital development.

Eric is a value driven and practical business leader that bring DQD a diverse tactical and strategic skillset in the area of supply chain, marketing, process control and automation, and data analytics for start-ups, investment management and advisory in healthcare, real estate, agriculture, oil & gas and technological services.

He is the Managing Director of HELP+ Investment Co., Ltd. Under his governance, HELP+ has become one of the fastest moving profitable pharmacy chains but more importantly, the key contributor to the pharmaceutical value chain in the Kingdom. Through his initiatives, HELP+ served customers on both their online and offline retail stores, and catered to more than 150 independent pharmacies in the provinces.

Prior to Cambodia, he had been corporately trained in the area of strategic planning and corporate finance in the World’s Largest Planted Landbank company called Sime Darby Berhad. He was then headhunted to one of the World’s Largest Oil and Gas company called Royal Dutch Shell, where he served large oil and gas projects in Malaysia, Russia and Australia with notable names like Prelude LNG project (World’s Largest Floating LNG) in the areas of strategic contracts & procurement, government liaison and project management. From his stint and experience in Oil & Gas projects, he acquired his chartered status in The Chartered Institute of Procurement & Supply (CIPS).

Due to his adoration in data, Eric’s research in artificial neural network and portfolio optimization had scored him entry to IEEE research and subsequently a PhD scholarship in Malaysia’s Top University, Universiti Malaya. He is a firm believer that data talks and the camp that Artificial Intelligence is for the better good.
